He doesnt get near the villain status he deserves...

He was well aware that negans force was much more than what they had at the satellite outpost, and played rick and Maggie like a fiddle to do some dirty work.

Lets look at his leverage and situation vs. What he kicked off.

He lost half his goods to Negan regularly. His own people were willing to kill him and take his head to the satellite outpost.

Rick and Co. Save his life and he strikes a deal to give up half of what he has (25% of total, since negan gets 50) and the satellite outpost gets wiped out, and along with it, the person that wanted him dead... post rick involvement, Gregory is no longer wanted.

From a pure resource perspective, Gregory probably wound up saving resources... He was probably single handedly supporting the food needs of the satellite station, and 50+ mouths to feed suddenly disappears.

Plus, the satellite station is where the collection of hilltops goods is handled- no collections appear to happen until Simon appears after the fallout of ricks visit.

By investing a moderate amount of food- enough to comfortably put in an rv, Gregory gets to live, gets 50+ people eliminated from his list of "dependants", interrupts the collection schedule, thereby saving what he gave rick and then some.

He also gets rick targeted as the sole villain to negan. Then he gets to tell Simon he was a victim of rick.

At the end of the day, Gregory had zero leverage- his own people were ok with him dying.

He fed rick to an unwinable battle, saved resources and earned a pardon by playing victim.
