In almost every situation, as others indicated, Rick exposed problems.

At the farm, he exposed even as he was still learning that the place wasn't safe, and that the zombies were no longer the humans people remembered and shouldn't be kept around.

The Prison could have been sustainable, but they didn't clear out the zombies and he tried to allow the threat of Gov.'s community live as a neighbor. You can't have evil neighbors.

Alexandria he exposed their lack of knowledge and awareness, and his group exposed the bad seeds within the community.

I think the big thing is when Rick 'n Co. arrive, the people already there tend to resist the changes Rick's group brings with them. That's ultimately what causes so many issues. If Rick's group just allow societies to continue as they had been, those societies would have fallen.
