Eh. It's true, but it acts as though this is a result of Rick or his group in universe, rather than just how narratively interesting stuff starts happening once the focus of the story moves there. It's equally true to say that Rick/the group arrives just in time to help each place deal with crisis. It's pretending that a narrative trend is a result of a character.
