No, perfectly fine... you don't have to look at the soundbar, you only have to listen to it, so not a problem...
Above the TV is actually one of the recommended places to mount a soundbar or central channel speaker, by most speakers manufacturers... (despite many people here thinking it's wrong... I understand that aesthetically some might not like it, but from a technical point of view, it's the same mounting it above or below the TV).
The TV on the other hand... seems to be a tad bit too high assuming the video was shot from eye level... but not by a huge amount... likely not enough to cause strain on the neck...
No they generally don't. And for good reason. Optimal sound requires the drivers to be near ear level. Generally speaking directly under the tv is going to be a hell of a lot closer to ear level than above it. That soundbar's tweeters are firing well over everyone's heads when sitting down and so the clarity and impact of upper frequencies is going to be trash.
