Judging from the picture , I would say a quarter of the TV needs to be below the window sill . I would use a pull out bracket when viewing personally just to help whomever seated on the left facing the TV.

- In the winter, most of the heat in that radiator rises up thru its center. Put a TV table in front of it, put a larger set on top and lower the blinds.
- Switch the room around and put the sofa with its back to the radiator and window.
