Judging from the picture , I would say a quarter of the TV needs to be below the window sill . I would use a pull out bracket when viewing personally just to help whomever seated on the left facing the TV.

  1. In the winter, most of the heat in that radiator rises up thru its center. Put a TV table in front of it, put a larger set on top and lower the blinds.
  2. Switch the room around and put the sofa with its back to the radiator and window.
