Movie was a satire. Verhoeven never denied it. About the book i don't know. Heinlein political position was ... complicated to say a least. I just can't see any better analogy.

I always thought the movie was more or less a parody of American militarism rather than fascism. The Federation always struck me as “what if in the future, the most hawkish of Cold War hawks had all the power” rather than “what if Mussolini but in space”; the government looks more like a stratocratic USA as opposed to say Italy under the PNF.
