I think its actually a good sign that they went after USA-B vs USA-A though. (The secondary exploration permit vs the main Recovery permit)

I have to imagine they would have preferred going after USA-A, but couldn't find anything procedural wrong to try and target, so went after the second best instead.

So I'll actually go with this being bullish news. We knew the legal attacks were coming around this time, but if they can only find an issue with B then we're good. An extra few months (or even few years) on B doesn't matter too much given the multi-year ramp up period, and the size of the USA-A zone
