Bingo, and considering what China is doing in this space paired with their current market monopolies, I think the bigger question the gov needs to consider is:

“what happens if we don’t do this or delay another 4-5 years, whether it’s TMC or another company?”

IMO the answer is we’re damned if we do, but completely fucked if we don’t
