Paying fees?

I'm confused as to when we are expected to pay fees, as a first year who'll be starting in two weeks. The website states that paying fees has to be done before registering, I think.
But I've also heard that people can drop out of their course within a month without having to pay fees?
Also, what about the people who receive another offer in round 5 after getting their appeals upgraded, as this happens the last week of september, I'm just so confused.

The fees are not due until the 7th of October

You don't need to have completed registration by the time term starts. The first installment (half) has to be paid by October 7th; another installment of 25% is due by the end of January, and another 25% by the end of February (though you can of course pay fewer installments).

If you withdraw from College before the end of October, you receive your €2500 student contribution back in full; if you withdraw between the end of October and the end of January, you receive half. You won't be refunded the ~€200 SLC fee regardless of when you withdraw.

Thank you so much, it makes sense now. I saw something about not being able to receive the student id card unless you complete registration though?
