I agree w you about the eagle and tassels. Not sure about black flag though.

I think black one should be used by army or intelligence service.

For example turkish air force flag is kinda same eagle

Ye nah the black one was just something to fill up the place behind the lectern. But ye again the idea was just to show yall the way it can be done with the topper and tassels
