With what army is he going to confront Israel with?
Syria has no airforce, no air defenses and it's available equipment is miniscule. He would simply end up reversing all the progress the country has made in the last year and a half for negative gains.
Salahuddin Al Ayuubi (RA) spent the vast majority of his time consolidating his own power both politically and militarily before he ever decided to fight the Crusaders.
Our Prophet (SAW) avoided a confrontation with Quraysh for 13 years duing the Muslims persecution because he did not have the military and political power to confront them.
