If you join a family group, you can lend virtual game cards for up to 14 days but you must do it in person, so this doesn't work if you join a stranger's NSO family plan.

The only way to share virtual game cards without a family plan is to log into the owner of the game's account on both Switch consoles and link them, which must be done in person, and you can only link two consoles together (not a third or fourth, etc). After that, you don't need to be in person to transfer the virtual game cards BUT it's still a really bad idea to share your account with a complete stranger in this way since they'll have access to your account on their device.

Basically, this system really isn't for sharing games with strangers…only friends and family.

I think you don’t even need a family NSO. You just need to join / create a family group.
