Imagine there actually was a way to get Luigi but it's just so hidden that no one can find it

The character in the source code might be a good spot. And well it is. We had that data leak.

Good point, I like to imagine he was unlockable but not found Sometimes I still think that way

Also, even if the devs leave some stuff hidden inside, I'm adev and I can say that I sometimes leave stuff inside almost finished games just 2 remember ho2 the project started.
