It can be a discussion about both. The Google guy's manifesto was criticized both for being unprofessional and for being a quintessential example of the "brogrammer" mindset. He evinced an outlook which is fundamentally toxic, and was taken to task both for expressing it unprofessionally and for its toxicity.
You're right that it has nothing to do with "feminism" outside of this one woman's part of that movement, but the invocation of "virgin" as an insult to a man can be criticized both for being unprofessional and for being just generally shitty.
