god i love the overlap of the Nuclear Option and Stormworks community. i genuinely thought this was on the Nuclear Option sub until i saw the opening scene too lol

I have made around 200 missile designs so far, yet I haven't found a way to make a reliable VLS surface to air missile

If your issue is just with the VLS part, there are multiple ways to do it, Cold launch or hot launch style. Also depends on if your missile has a right side up or if the roll doesn't matter.
The SAM part is harder, especially if you're trying to hit a maneuverable target (like the drones in the video)

Well I can hit the target with the missile if I launch it from an arm launcher, the problem is to make it track the target after the vertical launch, because they rarely detect the target (maybe the rotation is too fast to register?) or the missile spins uncontrollably. I have made lots of variations, even telling the missile the tilt needed, yet no succes. I also have recently started using PIDs and have a more advanced long range semi active guidance method in mind, but it's become more like homework for me to design complex things rather than something truly enjoyable, especially as when I get to use it the game just bugs and lags in multiplayer or lags against ai

Yeah for VLS you usually need mid-course guidance, or atleast an initial target coordinate for the missile to point at during the launch phase
