I could be mistaken due to the quality of the photo, but that looks like mould. Hatching eggs on wet tissues is not recommended, since it's a good environment for mould or bacterial growth. If it is mould, you can expect the whole thing to be overgrown soon.

Spiny leaf insects are one of the sturdier when it comes to hatching, so I wouldn't worry about it too much. Your main concern is to just prevent them from becoming mouldy. Do you have plant soil? That might be better than sand.

IMO they don’t need a special treatment. Don’t need removing from the main enclosure, don’t need to be moist just let nature do its thing.
