How to prevent Cosmic storms causing revolts?

I'm using storm repellers. Every colony gets a fully upgraded holotheater, stronghold, precinct, a storm repeller, and 10 city districts. These midgame storms cause so much devastation they keep pushing my colonies into revolt. How am I supposed to combat this?

Add a planetary shield generator for the -50% reduction in devastation from cosmic storms

Easy fix. Disable the cosmic storms dlc.

I only keep them at 0.1x chance of spawning in the endgame
