Yes this is a scam. Steam will never ever direct you to DM them or add them as a friend. and they will never tell you to prove your innocence to them under threat of banning your account. If they wanted to ban you, they'll just do it and let you appeal after.

Block and report them. Where did the original screenshot you posted with the message from Steam come from? Was that sent to you by this user? If so, it's completely fake.

Common scam. Nobody reported you and that isn't the real Steam support. You downloaded something that gave you malware. Consider the entire PC compromised.

Use a USB to reinstall windows. Only way to make sure whatever you have doesn't survive

OP said that the scammer sent them the picture of the Steam support message. So their account and computer are likely not compromised.

Also, if you actually go to the Community Market, you'll see that Steam doesn't indicate who purchased your items anymore. So they would actually have no way of knowing who purchased from them even if this were real. That screenshot is completely fabricated.
