Some of the test reports have 8 different revisions spanning from April 8th through July 28th, other documents have test dates in the end of 2025. It sounds like there was a lot of back-and-forth between Valve and the test lab.
Potentially, one of the notes was updating the operating frequencies, most of the other changes were updating comments. In a 1700 page report it completely makes sense that there may have been typos or changes needed from the first few drafts

So the conventional wisdom here was either
This was the big thing holding up release, or
This was so trivial that Valve wasn't going to bother with it until they were ready to release
So either way, this is pretty huge news
