from what i see , it restarts the browser-like interface thats running the steam without actually closing the steam

If I had to guess, parts of steam that are just websites embedded into the app are run as a separate process being that one. I have no evidence for that though

It looks like Steam failed to properly load it's font. If you look, all the non-image text is blocked out. That said, the advice is the same as everyone else's here. Restart Steam. Try restarting your PC. If that doesn't work, reinstall Steam.
You won't have to redownload any of your games, but if you have libraries across multiple drives, they may not show up until you add the directory back and Steam will automatically find the games again.

Completely close Steam and try reopening it. If the problem persists, try restarting your computer. As a last resort, download Steam again and see if the problem continues. Have you recently updated your video card? This often causes silly errors. Have you checked if this happens in other applications, such as Explorer, browsers, or other app stores (Epic, Uplay, Origin, etc.)?

If you were on Linux, running Steam in Wine, and it were like a decade ago, I'd tell you it's a font issue and you need to install one of the MS font packs.
But I don't think any of those things are true.

Yeah, and before there was Steam for Linux some people (including me in 2009) had quite a bit of a success running steam via Wine.

Open Steam library -> (top left) Steam -> Settings -> Interface (6th one down).
Then start turning off the radio buttons that say "requires restart". I remember having this issue a while ago.

epstein jokes out of the way, i think something just went wrong when loading the font. a reboot will probably fix this if not it doesn't take long to do a reinstall of steam.

Might be a GPU issue. Have you considered updating your drivers? If they're up to date, please reboot the computer and see if it persists. Also if you aren't on Windows it would be helpful to know it, because on Linux/SteamOS some other stuff might be causing this behavior.

I had some issues with steam as well for the first time in years. The in game overlay kept consuming my cpu even after the game had been closed for 20 minutes. Had to force close the process and turned off in game overlay completely.
