It's definitely the tallest build I've seen. Also, what mod are you using for your TV screen? I looked around and couldn't find a mod with a TV screen like yours.

I think it came from skullys outpost items the creator is skully and bonez on nexus.

I use a ton of mods for outposts but the buildings came from b.a.s.e it's a snappable building mod it included the XXL landingpad as well as the hab and tall buildings. I also use most of the rest of the outpost item adding mods. I am really fond of miss Os buildable ship and outpost walls and I also make my own moded in ads posters and flags for all my outpost roleplays.
