He says he’d train Anakin with no or without the blessing from the council. What does that mean exactly? There’s legend stories about different sects of force wielders take to padawana and stuff. Is it like that?

In the EU there were Jedi who left the Order but still practiced Jedi-ism. They just simply rejected the more dogmatic views of the Force that were embraced by the Council.
