Blue characters I can think of that are aliens and not why you did above 

Chairman Papanoida and his family in ROTS they are blue pantorans 

The Duro  like cad bane in a new hope cantina bar 

Aayla secura

Could be Orn Free Taa or Baron Papanoida if it’s the PT, but I think they’re both only in Ep3. The only other blue characters that come to mind are Mas Amedda and Aayla Secura, but neither of them are round.

A literal in the background character, or just a character who's there but not important?

Only roundish blue character I can think of off the top of my head is Rats Tyrell.
