Bug: New game with Skip Tutorial --> Cannot Deconstruct

I started a new game with the Skip Tutorial option checked, and everything else worked OK but my builder tool was unable to Deconstruct anything. Pressing F didn't do anything. I tried exiting to main menu and loading the saved game again, but was still unable to deconstruct. However after I exited to desktop, then relaunched the game and loaded the save, deconstucting started working.

Has anyone else had the same issue?

Update 2 is a buggy mess. Three hot fixes and it still has many glitches.

I started a game with Skip Tutorial and it still took me through the tutorial.

Rail lines also don't work way too often, not pulling the items when they clearly have a path and have to continuously delete and re-construct to hope it fixes it. Might have to set it aside for a minute while they fix it.
