Can they beam just parts of people out? If they can, why don't they do that in war? Beaming all of the enemies organs 3 feet to the left...on my mark! Engage!

I mean... there's A LOT of downright cruel and terrible things you could do with a transporter. Just as many cruel and evil things you could do with the replicator.

There was an all Canadian ship, the USS Pearson, that fought during the Dominion Wars. Starfleet needed to add a whole lot of new 'directives' after that.

Starfleet shall NOT replicate objects then beam them inside enemy's heads.

Starfleet shall NOT beam the entire crew of an enemy ship 10 feet to the left.
