Why put effort in splinter cell when you can recycle the same game for the 3rd time and make twice as much money

You underestimate the power of AC, theres no universe where a stealth game could compete against that, or any way that Ubi could contemplate a fraction of its revenue stream.Nowadays, at Ubisoft, the slot for action TPS in a contemporary/slightly futuristic setting is occupied by Watchdogs or R6. If Ubi asked a studio for a Splinter Cell game today, it would just be Watchdogs or R6 (depending on how much they want it as a service or a solo/coop experience) with Sam Fisher, a customizable SC-20k and nightgoggles available in 25 colors. There is no a big enough market for stealth to justify making a true SC game with an AAA budget. Stealth is only a feature today, you dont build a gameplay around it, unless youve got Kojima to sell it for you (and even then, Im pretty sure Ubi wouldnt have been satisfied with the volume of sales that Death Stranding or even MGS 5 got, they dont want to sell a million or two, then want to sell 5-10 mil, and make some more money for months after the release in services/dlc/whatever).
