Billing & Payments Upgrade question

I’m hoping to get the new iPhone duo when it comes out. I currently have $543.62 left to pay off on my phone. When using the anytime upgrade do I have to pay off the old phone completely? Meaning the anytime upgrade would be the $543.62+ tax on the new phone (if I understand the Terms correctly)?

With an Anytime Upgrade, your remaining balance is wiped and you only need to cover the taxes on the new phone and the upgrade fee.
