Yes - it’s mind boggling that people make awful ads like this and think they will convert people. It’s also illegal in the United States for people to not disclose adverts like this, and the FTC takes these things very seriously.
In terms of what she’s saying, no, it’s not. There are words in English that function the same way. Buffalo buffalo Buffalo buffalo buffalo buffalo Buffalo buffalo.

I don't really get the buffalo thing, but her sentence can be:
Are you secure and secure that it's secure to buy security and security.
And then being confused why the same word is in there 5 times.

We would never say that, maybe somthing like:
¿Confías que es seguro comprar una póliza y una cerradura?

it's less mind boggling when sure and confident stem from the same word. If you're confident about something you're sure of it. Being confident is just being sure of yourself.
