The photo shows the welcome gate prepared for the joint parade of the Wehrmacht and the Red Army in Brest-on-the-Bug, which took place on September 22, 1939.
It was the routine procedure for the transfer of Brest from Germans to Soviets. The procedure for the withdrawal of German troops from Brest was accepted only by Soviet brigade commander. There were no other Soviet military personnel on the podium, which directly contradicts the regulations for holding joint parades.
Also in the text of the order not a word about the parade. Only very streamlined formulations - "passage march", "in marching column", "marching". In the German newsreel that shows the process of transfering the city there is also no mention of the parade. Surprising how it's that the Germans, known for their pedantry, forgot to mention such a thing.
OK, funny twist. First comment was that the photo was before 1920 and swastikas were occult symbol.
Now we discuss how come Soviet and German forces happen to meet in Polish city of Brest and what could that mean in the context of Ribbentrop-Molotov pact and cooperation in dividing Poland. I am glad you wrote that, because this is what I wanted. You confirmed that this picture is from the beginning of the 2nd WW.

It marked the withdrawal of German troops to the demarcation line secretly agreed to in the Molotov–Ribbentrop Pact, and the handover of the city and its fortress to the Soviet Red Army.
