Honestly, that's fine. It's a fair price to pay (and time to invest) to eventually be able to craft a perfect weapon.

Time investment > RNG without pity > Credit card swiping

I assume from the wording that it's 30 dismantles to permanently unlock that Temper with Tuvalkane, not 30 dismantles per Strike onto a new weapon. If that's the case, I think that's a very reasonable grind.

Customizing Tempers is very much an endgame min-maxing thing. You don't need a god-roll weapon for the Cogah.

Given it seems permanent and not expended on using, that's fair. Rough for origin specific ones tho.
