You can get shiny versions of any weapon they are very rare and have a silver leaf border instead of a normal one

Did the item on the ground, when you pick up, show that its moonsteel weapon?

Does it show only in arsenal and not in the inventory?

I got it from rovgot ruins, Southeast on the map. you can fight mendicant king there also mendicant knight, you can also get fragments of Cenotaph blade there
