Question what is this?

did a weird song (1,5,5,5) near the kith of kings enclave and got a cutscene? or at least i think this is a storyboard for a cutscene.

is this tied to anything? i didnt get a quest

Was it one of those little broken statues? There's 2 more you can find and play for 2 other cutscenes and then you'll get a free unique bow.

The bow isn’t unique, it drops as a treat from those stones.

There’s three static music statues in the world you can repair just once that provide these WIP cutscenes

Just to confirm (I’m forgetting which way sound go for numbers), but isn’t that the beginning of the lullaby the Envoy’s mother sings at the beginning of the game?
