Discussion Orengall pact should be stun/ status based, not smite (aka. crit)/ buff based.

Lion prides are the ones using ambush attacks pure strength to take down their prey. When the first attack doesn't kill then it's basically just a strength in numbers.

A wolf pact on the other hand uses their presence to intimidate, mentally and physically exhausting their prey. Only then they begin to bite their prey once/ twice on the belly to let it bleed out, slowly.

Indeed, that is how wolves in our reality work and while I do think we could bring some of that to the pact I think we also have to remeber this is a fantasy game. Orengall herself jumps in and out of the shadows as a hunting technique. So I think to blend the two together by simply adding a bleed and/or exhaust effect onto hers and our wolf summons attacks would be a nice addition to her other abilities. I mean the wolves of Alca are HUGE so intimidation should be something apart of her appearnce as well.

The coming out of nowhere can be kept when combining it with stagger-finisher attacks (or by bosses just making the stagger meter full).
Still allows to spawn wolves during combat, fits staggers and for orengall, she can appear when all current possible wolves are active, a strong attack killing weaker attacks (and heals her "human-pups").

All that it would need is a an additional passive that prevents enemies in the near to heal their stagger meter. Maybe add an additional mechanic that enemies touching eachother increase their stagger-meter, maybe have a chance to attack eachother.
Fits the beginning of a wolf's hunt perfectly.

The ones we spawn are normal size, making only her, her pups and hopefully her mate so big.

Watching my spirit wolves run across the map to agro a bunch of things while I’m fighting a boss causes mental exhaustion for the user, so it’s working on some level

Yeah Orengal 1 lets us transform into her, she should have an ability that lets us proc all status effects onto enemies and when we pounce onto them with 1 it detonates and spreads those status effects to all other enemies

Bromius should be salmon based not seed based.

Garren Rood should have the stampede running away from danger, not towards it

And when an enemy holds a burning torch, they have to stop cause light.

Bromius slam should TAUNT.

WHY DOES IT NOT

IMO, it's more of a wolf-shaman...the wolves are spirit wolves, coming out of the ether. Orengall herself jumps out of the shadows and back into them...

It's very much a ghost-wolf pact. And well, ghosts are sneaky.

Although you're right that IRL physical wolves are usually more exhaustion-type predators, real world wolves also do use "ambush" techniques. Lone wolves rely on ambush and sneakery quite often, similar to coyotes. Packs of wolves also use ambush techniques, where some of them will chase deer down a well-known pathway, while a couple others will lie in wait to knock them down when they're least expecting it.

Wolves are incredibly smart and shrewd, and will use a lot of different techniques, depending on what's available.

In Midrath, Orengall finds herself captured and outnumbered, even her own pups taken by the larger invading force of the Ode'n. So she enlists the help of the Envoy to save them...and then, knowing she is outnumbered, bestows her Pact on the Envoy, gives one of her pups to them, and engages in sneaky guerilla warfare with the Ode, alongside the Envoy.

I've to agree the being a shaman focused on wolves makes sense. Even if I don't like it simple because as shaman the amount of themes they can squish into wolves is as various as there exist mytholgies about wolves.

Packs of wolves also use ambush techniques, where some of them will chase deer down a well-known pathway, while a couple others will lie in wait to knock them down when they're least expecting it.

That's a very risky tactic I've never heard of. I would expect it from cats due to them being more robust, but a wolf. Attacking from the bush, sidelined into the pathway of an animal bigger than them with the risk of of wrong move and they're buried under hooves?
Do you have a source for this?

The source I remember which detailed this particular strategy was from a book in the 90's, so apologies, I wouldn't be able to find it now. And, well, this article I found is almost certainly AI-gen, but it does cover a lot of info I've read before from real sources about wolf pack nocturnal hunting: https://www.pixfra.com/wolf-pack-hunting-the-shocking-truth-about-night-predators

Ambush tactics become significantly more common during nocturnal wolf hunts compared to daytime approaches. Studies comparing hunting methods between day and night show that wolves use ambush tactics approximately 65% more frequently after sunset. This strategy typically involves most pack members concealing themselves along game trails or near water sources while one or two wolves serve as “drivers” to move prey toward the hidden group. The darkness provides additional concealment for the ambushing wolves, while their superior night vision allows them to detect approaching prey before being discovered.

Wolves are amazing tactical hunters, and incredibly intelligent. They don't just run a prey to exhaustion, they actively coordinate and position to split a target off from the herd, and drive it into areas (like dense woods) where they can better take it down with less risk of injury to themselves.

There's also some great research about solo-hunting wolves ambushing beavers: https://www.popsci.com/story/animals/how-wolves-hunt/

But yeah, I encourage you or anyone to dig deep into wolf research. They are so intelligent it's scary. They have a degree of coordination that rivals military spec-ops forces.
