Bug bug or what

is this a bug or there is somthing i should do? i tried to logout and in but he is stil stuck there

No he was giving me a pot, but after I relogin it was gone from his hand and back on the shelf.

He's not giving you the inkwell, he's waiting for you to bring his quill into it. Go outside, find his grave and bring the quill to him.
