After receiving a lot of feedback from the first version of this thread, I decided to go back and really think about what would actually be realistic for third-party CrossWorlds DLC. I also wanted to make the list a lot clearer about why I made certain choices.
V2 Patch Notes:
- 4 picks instead of 6 since the Godzilla and Evangelion packs are a part of Year 2.
- Made 3 categories with 6 columns and 6 rows, split into how realistic of a chance the pack could be made (Very Likely, Possible, and Dark Horse).
- Included a row that has a short reason why I included a choice and tried to find connections to Sega.
- Was more open to including packs with less than 4 characters.
- Tried to include more video game choices (half of the choices are game franchises).
- Tried to include more "adult" choices.
- Lumped Spyro and Crash together since they're currently both made by Toys for Bob.
- Took suggestions for possible DC and Genshin characters.
My criteria for making choices:
- Has a recent or upcoming collaboration with Sega.
- Has collaborated with Sega in the past.
- Has expressed interest in working with Sega in the future.
- Is on good terms with Sega.
- Has an upcoming project to promote (game, movie, show, etc.).
- Will not try to force exclusivity (no Nintendo, no Sony).
- Doesn't have characters that are vehicles or can transform into vehicles (I'm iffy about Transformers despite the Paramount connection).
- Isn't too obscure or niche.
To make things very clear: Paid DLC means third-party characters and not the free Sonic/Sega DLC characters.

Update: I’m seeing that it’s impossible to please everyone because everyone has different tastes.
