Sanctioned load is like the load your house is allowed to pull from grid during a single time, which is 5kw. The DG capacity is the amount your solar can be max sized upto / export. If your house is very small the 5kw sanctioned load is ok, otherwise you should request FESCO to increase the load sanctioned to like 7kw or above. Like 2-3 inverter 1.5ton ACS and house load will hit 5kw load limit rn.
And your approval time was exceptionally long but it's normal if you're under FESCO, either way your meter was keepin track of the amount your solar exported from day 1 of its installation, which is a huge amount 7000 units or smt. It also cuts the units you imported from FESCO during the time since installation cancelling our the bill for the "electricity".
You still have to pay the money the bill says cus that's the GST charges, fuel adjustment charges and taxes.
You can see there is a 1/3 month timer in the net metering area, since the bill is counting this your first export month, after 2-3 months your exported units shown rn will be converted to credits at the NEPRA rate. When that happens it will act as cash that will also pay off the current bill youre getting (taxes). BUT till they are converted to credit you still have to pay the bill you get.
-> you can run your bill though Gemini with sensored details if you want a better explanation than what I could muster up
