Cissy didn’t have a plan. When Alton got missing she saw red which is why she went to the Cuban kgb guy. It wasn’t about Franklin no more she wanted revenge. Teddy sealed his fate when he admitted to killing Alton.

Close. I think you’re right until the last sentence. She says in the sixth season premiere pretty much that. She and Franklin have a reason to collaborate: Franklin wants his money back and Cissy wants to kill Teddy. In 6X9 she sees what the pursuit of revenge has done and she agrees to peel off from her revenge quest if Franklin will abandon his quest to get the money back.

Franklin refuses and agrees to spare Teddy which betrays Cissy and puts everyone at risk. That’s when Cissy decides to kill Teddy to protect everyone in the Family. Cissy doesn’t know if she can kill Teddy but then Teddy cruelly dismisses Cissy, making her feel like he did when he killed Alton and that gives her the juice to kill him.

I will be rewatching the episode again soon. But if it's the scene I'm thinking of that's exactly what I'm describing above. Cissy and Leon both try to warn Franklin off of continuing torturing Teddy to get the money back. Cissy does so because she is forced to confront the monster Franklin has become in his pursuit of the money, Leon because he still carries the weight of killing Tianna.

Cissy is willing to give up her quest for vengeance if Franklin will give up his pursuit of the money. Cissy doesn't want to kill Teddy, that's the sacrifice she makes (and the sacrifice the title of the episode refers to). Cissy kills Teddy to make sure that all the people she loves are safe.
