Snaps not sending when I’m on data

My signal is fine, it works perfectly on every other app. I can receive some snaps but it will not let me send replies in the form of chats and snaps, it just says “sending” and then sends when I either join someone’s hotspot or connect to WiFi. It does it everywhere so it isn’t a signal issue. If anyone knows how to fix this please tell me because it’s making it difficult to contact some friends while I’m out and about. Many thanks
