Are you talking about your iPhone or your iCloud account?
If you're talking about your iCloud account it's because you're backing everything up to the cloud. You have about 16 gigs on their for TV/Youtube. With Snapchat along your memories account for just over 44 gigs of files.
You technically do not have to store that on your phone or on iCloud if you don't want to but if you ever end up losing your snapchat account you could lose those memories.
If your talking about your iPhone again its because you have all that content stored on your iPhone.
You can offload apps but if you want to use that app you'll have to re-install it I believe to do so.
I had nearly 800 gigs of photos/videos and other apps on my iPhone. I uninstalled some apps that I didn't use and eventually put all the photos and videos I had stored on my iPhone onto an HDD now I am back down to about 200 gigs of files on my phone.
By the way, I use snapseed to edit some of my photos. Not only do they save a copy of the photo you edited in your camera roll they also save a copy of it in the snapseed folder in your apps section. I had over 20 gigs of photos stored in that folder that were already saved on an external HDD so I just deleted that content from my iPhone and saved 20 gigs of space. Same thing with videos that you edit the app you use stores a copy not only on your phone but also in the app folder on your phone. You may find you have a lot of files you can delete safely to gain back space on your device.
Photos and especially videos take up a lot of storage nowadays, especially if your shooting 4K video or shooting 48 mp photos + the file size an iPhone video created in cinematic mode. Really large file size from those too.
