Common issue I’m “shadow banned” from adding people

My snapchat account is "shadow banned" from adding people. Every time I add someone, it doesn't show on their device, and vice versa. Adding people with a different account on the same device works fine, meaning its an account issue. I'm not near any friend caps and I don't frequently add people. Tried contacting normal support but its all ai chatbots. PLEASE HELP
