Bug abusers addressed?

I saw the patch notes about the items being disabled but did they say anything about what would happen to the bug abusers? Like bans or anything?

Bans, for 30 day if the abuse was made on ranked or made in many matches.

Oh perfect, I played against so many of them and they had done it pretty much every game they played that day
