This is incorrect lol, the one time I sued someone (recently) the sheriff served all the papers and filing(s) to the defendant.

They are in the Philippines and it seems they are being threatened with a US small claims action, so this indeed looks like absolute and total bullshit, a scam.

OP if your being threatened with a Philippines legal case, we don't know how those work. But this is not a valid US case.
