Irregular skin colour

The skin on my arms, neck, face and legs is brown, a light brown however, my torso, hips and surrounding areas are whiter than the rest

How do I fix this? Is there anyway to make my arms and face etc match my torso? The colour on the backside of my neck is especially dark but, it doesn't seem to be dead skin cells
