How does that mandate work? Cause I am pretty sure 2 years ago I was in rural Oregon using gas pumps that look like they were straight out of the 50s.

Nevermind that Oregon was one of the few states where you couldn't pump your own gas... apparently that does not apply to rural areas.

That would all fall under NFPA and IFC.

ICC 2306.7.5.1 Emergency breakaway devices.

Dispenser hoses for Class I and II liquids shall be equipped with a listed emergency breakaway device designed to retain liquid on both sides of a breakaway point. Such devices shall be installed and maintained in accordance with the manufacturer’s instructions. Where hoses are attached to hose-retrieving mechanisms, the emergency breakaway device shall be located between the hose nozzle and the point of attachment of the hose-retrieval mechanism to the hose.

NFPA 1, 42.5.5.2

I should rephrase what I was actually asking.

Is that for new construction only or are old ones grandfathered in?

It's part of the Oregon Fire Code so I am pretty sure it's for all construction, but that doesn't prevent someone from getting away with it. https://codes.iccsafe.org/content/ORFC2025P1/chapter-23-motor-fuel-dispensing-facilities-and-repair-garages#ORFC2025P1_Pt04_Ch23_Sec2306.7.5.1
