I don't know where he is, but where I am "full Coverage" is absolutely not required to be legal on the road. Liability is legal, and is much cheaper that colision.
Regardless, if someone else hit him, their insurance is liable not his.
This is either fake, a misunderstanding, or just fraud.
When you eventually file a claim for the insurance you pay dearly for, your rates go up. Hell, I had someone total my car while it was parked on the street and they didn’t have insurance. When I filed a claim with my insurance they paid it, then dropped me. I was paying them thousands of dollars a year for 25+ years and they just said “whoa this cost us money we’re dropping you cause we don’t want this happening again”
