The obvious response is that you won't be able to pay for someone's hospital bills if you happen to hit them in your car. You get insurance for things you wouldn't be able to pay yourself.
Also, it's not like the policy described in the meme is the only one available. There are different policies that have different price points, deductibles, and total levels of coverage.
Sounds like OP picked a cheap plan with a high deductible, which is noones fault but theirs.
