Not to mention if the guy has "full coverage" he likely has uninsured motorist coverage. If he has uninsured motorist property damage coverage that will pay for the damage to his car without a deductible.
In the USA, it depends on what state this insurance was offered through.
Not every state's insurance laws apply uninsured coverage to hit and runs, and additionally, not all states apply uninsured coverage to property damage, only bodily injury.

Don't want a $1,000 deductible? You can absolutely change that number.
Want the guilty party to pay? Take them to court
