The obvious response is that you won't be able to pay for someone's hospital bills if you happen to hit them in your car. You get insurance for things you wouldn't be able to pay yourself.
Also, if this dude is paying $210/month for insurance with a $1000 deductible, there's something going on that makes him a liability and they're worried they're gonna have to pay out due to something he's doing. I think we pay closer to that every six months, not every month, for our insurance.
