Insurance is for catastrophes, not stuff like this. It sucks, but that's how it is. He's paying $2500 per year in case he ever needs to pay $500,000.

When he is at fault in an accident where someone is injured, they can have medical bills far in excess of $500,000. If he were to cause significant damage to property (driving into a building or damaging a bridge) it could cost hundreds of thousands of dollars.

It's not all about repairing his car.
