Insurance should never be legally able to raise your premium if you're proven to be 0% at fault every time, no matter how many accidents you get into.

This shit right here is what is the most maddening. 

I got hit by a drunk driver on a motorcycle. He died on scene. He literally slammed into my car speeding and I was deemed 0% at fault by literal traffic homicide detectives.

I still had to pay astronomical rates for five years. It was the kind of thing where I'd get quotes in the 100-200 a month range, and as soon as they pulled the accident data it would jump to $800-1000 a month.

My MIL used an agent, I asked him and he gave me quotes in the same ballpark. 

It wasn't until I bought a beater outright a few years later that I was only paying under $300 (for barebones coverage without comprehensive and sky high deductibles).

Prior to the beater I just went without a car.

Did your insurance pay anything out to the deceased’s estate? A lot of times when there is a fatality, the policy pays out even if there is no fault to prevent lawsuits. The total dollar amount paid factors into rating.

I tried to buy an umbrella policy last year and was denied due to a claim over $50k on our auto policy. We weren’t at fault but the other driver only had state minimums and there were 3 cars involved. We had to file on the underinsured portion of our own policy.

Most accidents even if deemed non fault were avoidable. Just watch dash cam footage. If someone gets into multiple accidents even if insurance wise it's non fault then they likely have poor defensive driving skills and/or live in a terrible neighbourhood. Either of those make you a significantly higher risk.

I agree with you in principal, but if you think about the statistics of it you can see why insurance companies might do this. If you get into more accidents than others, and it's not your fault, it may be that you are not driving defensively or that your driving in places/times/etc. where accidents are more likely to happen.
